Resources that could have been better spent on finishing GTA V and making more content for it. So Rockstar would have had to put in significant amount of resources and development time to make a Vita GTA that's a significant step up on a platform with few sales (while the PSP sold much). Ubisoft got away with making Assassin's Creed 3 Liberation since it was made at the same time as 3 with the intention of being a handheld game from the getgo. And they couldn't use 4's assets since 4 was made for a more powerful system. Many would have been disappointed that despite being on a more powerful system, this new GTA is a step down from 4 and on par with SA.
It would be hard to simply port the assets over and add a story and have players be satisfied. In 2012-2013, we were very far removed from the graphics and artstyle of SA.
